I’m sure like me, you have opinions about things that need better understanding before putting them out there. In my case I’m referring to the Census that took place in 2023. My concern is how the Census impacts a historic neighborhood like Happy Hill. Happy Hill in Ward 4 has been shifted to Ward 2. According to the data, Ward 2, represented by Councilman Reuben Blackwell, has a population of 6,822, down 1,101 from 2010. I wasn’t thrilled about this change, fearing it might not benefit Happy Hill, but if the census works properly, the shift should work for everyone.
While Ward 2 may have lost population, adding Happy Hill can boost its vitality. By embracing Happy Hill’s cultural heritage and community spirit, Ward 2 could see economic growth and an improved quality of life. I cautiously believe that the action that is still needed, can bolster Happy Hill’s housing issues. I have the highest expectations that Ward Councilman Blackwell, who is responsible for leading, will embrace this effort. By honoring Happy Hill’s past and elevating its significance, Ward 2 will enlarge its own contribution to all of Rocky Mount.
The updated Census is supposed to aid in planning. I treasure Happy Hill for its collection of shotgun houses now recognized as a significant American architectural contribution. The Census, if applied correctly, isn’t just about population numbers. It’s about defining community boundaries and ensuring effective representation. Bringing Happy Hill into Ward 2 should enhance civic engagement and empower residents to advocate for their shared interests more effectively.
The Main Street blog is championing Mr. Blackwell to extend his considerable wherewithal, to guarantee the wonderful people of Happy Hill that he fully embraces the neighborhood’s future by thought, word and action. Implicit in this is saving Rocky Mount’s collection of Shot Gun houses so that in the future they will be called Shotgun homes.
Take notice, Happy Hill residents, get involved and care to care. Together with Mr. Blackwell, seize the opportunities this change presents. Without strong leadership to advocate for and implement strategic plans for growth and improvement, neighborhoods stagnate and decline. Happy Hill must not be left with reduced access to resources, services, and advocacy—Ward 2, welcome, a new star to polish in your galaxy.
